In the US do you have rules and regulations that your car has to be maintained every a few years? If yes, how do people call the regular obligatory maintenance? What is the name of it?

Yes, however some states have different regulations.
The obligatory maintenance is called several things, minor servicing, servicing, preventive maintenance or just maintenance
