I think someone tried to break into my car once when I had the windows cracked and broke the drivers side one. Now it has slowly broken off in pieces. How do I go about removing the rest of it in order to apply a new one?

heat with a heat gun or hair dryer, not to melt ,just to cause adhesive to become sticky, gently peel away from window, heat the remaining adhesive, push with thumb or thumb nail that won’t break in one direction or a hd plastic squeegee to remove the remainder

The best way to remove a glued on side window deflector is to slowly heat the plastic with a hair dryer. Do not try to melt the plastic! This procedure will warm up the adhesive. Take an old credit card or other thin plastic object and slowly work the part off of the door panel. If you do not have a thin plastic piece, a thin (but sturdy) string will also work. My daughter says that fingernails will also work well, but I don’t have any.

The new side window deflectors are now inserted into the window frame without glue. These are called in-channel deflectors. If you want to replace the deflectors you are taking off, you might consider this style.
